If its not obvious, I'm a sorta-n00b at making MUDs. I have managed to make a few additions/changes though, I redid rooms 10300-10323 and added some Mobiles and Objects, and Opening/Closing doors, and did a few MobPrograms (which are fun ^.^), but my concern is that of the colour system. The one that comes with SMAUG confuses me, and apparently doesn't work for me either. Is there a way to make it so that anyone can change the color of their emotes, 'say', 'chat', even the short desc and long desc's of items and weapons? Colour would be a great assat to my mud, but apparently it just doesn't like me...any help?

This is a change to the server rather than the area editor.

Read the documentation that came with SMAUG, I think there is a suggestion in there for how to recompile it so that anyone can do colours. It is something like, changing when a character does a "say" from SendToChar to SendToCharColor.
